About the team

The National Measurement Institute (NMI), a division of the Department of Industry, Innovation and Science is Australia's peak measurement body responsible for biological, chemical, legal, physical and trade measurement.

The Chemical Reference Values (CRM) team is a team of 11 scientists that develop high accuracy reference methods for use in the certification of matrix reference materials and for the calibration of samples. The team also co-ordinates a major proficiency testing program for Australian and international laboratories. 

Our ideal candidate

Our ideal candidate will be an effective team manager and an experienced chemist with a background in the delivery of chemical proficiency testing programs. This position oversights the production and characterisation of all samples, the coordination with clients and the production of detailed technical reports. The position is responsible for managing a small team, maintaining quality and safety standards and contributing to the strategic direction of the group.

The successful candidate will have:

  • demonstrated experience in leadership of a skilled and experienced team to flexibly deliver targeted proficiency testing programs to meet the needs of Australian stakeholders
  • in depth experience in the provision of reference values for PT programs using high accuracy methods and knowledge of measurement uncertainty and the practical realisation of traceability of chemical measurements.
  • in depth knowledge of relevant quality standards, including ISO 17025, 17043 and ISO 13528
  • the ability to apply a breadth of technical knowledge to solve multidisciplinary measurement problems with demonstrated experience in the use of databases and associated IT solutions
  • high level stakeholder management and communication skills, with a track record in the representation of NMI and the production of highly complex technical reports
  • strong interpersonal skills and demonstrated ability to establish and maintain productive working relationships and in build effective, collaborative teams.

What you will do

Reporting to the Chemical Reference Values Manager, you will

  • lead the delivery of the NMI chemical proficiency testing program in accordance with ISO 17043 accreditation criteria; managing all aspects of the program from the preparation of homogeneous and stable test samples, to data analysis and statistical evaluation, to the production of detailed technical reports
  • drive strategic planning of future requirements for the proficiency testing program, ensuring evolution of the scope of schemes and introduction of new areas
  • proactively engage with stakeholders to ensure maximum value is gained from the program via coordination of workshops and presentations at conferences and other national fora
  • effectively manage the team, developing and mentoring staff while supporting inclusion and diversity and promoting a safety culture. 


The successful candidate will have a Degree in Chemistry and significant experience in analytical chemistry and the conduct of proficiency testing programs.

To be eligible for employment in the APS and the department, applicants must be Australian Citizens or eligible for Australian Citizenship.

Security Clearance

This position requires a Baseline security clearance. The successful applicant will be required to obtain and maintain a clearance at this level.

A merit pool may be established to fill future ongoing and non-ongoing Science and Technical Level 7 (Executive Level 1) vacancies should they become available within 12 months from the date advertised.
