About the team

We are a dynamic team, providing advice to Government on policies and programs aimed at encouraging Australian businesses to invest more in research and development (R&D) activities that can drive innovation, grow the economy, create jobs and address challenges faced by Australian communities.

The Business R&D Policy section engages with stakeholders in and outside government, here and internationally, to inform our advice to Government on business R&D policies and programs. This includes providing advice to Government on the policy settings for the R&D Tax Incentive, the Government’s most significant business R&D investment support program.

Our ideal candidate

We are looking for positive people able to deliver high quality work, consistent with relevant APS standards, including by:

  • working collaboratively across the department and with the Ministers’ Offices, other agencies and stakeholders in Australia and overseas, with high levels of autonomy and drive
  • analysing and applying data, thinking openly, critically and strategically, and clearly articulating policy options and recommendations – underpinned by the best available evidence and insights on the drivers for business investment in R&D and innovation
  • developing, reviewing and reporting on business R&D policy, advice and legislation, with a view to optimising the delivery of the Government’s priorities and objectives
  • demonstrating high levels of resilience, integrity and respect while operating within a dynamic and fast-paced team environment – working with, supporting, leading, guiding and mentoring other team members
  • contributing to the strategic management of the team, branch and division.

Policy experience and/or a background in economics, data analysis and/or legislation desirable.

What you will do

Your prior skills and experience will lead you to apply for the classification to which you are best aligned. We are looking for experienced Policy Officers with energy and drive, and the demonstrated ability to work collaboratively and with respect to deliver high quality work within the Business R&D Policy Team.

As an APS Level 5 Policy Officer, you will;

  • use your research, analytical and critical thinking skills, underpinned by the best available data, evidence and insights, to help:
    • influence, develop, implement and evaluate policies and programs that encourage additional business investment in R&D,
    • provide strategic, timely and robust advice on solutions to complex policy problems,
  • write and present clear and succinct papers, briefs, reports, responses to Ministerial correspondence, and legislative support documentation within tight timeframes,
  • engage with key stakeholders in industry and across the department, the Commonwealth, and other jurisdictions, here and overseas, to help deliver mutually beneficial outcomes,
  • manage your time effectively, demonstrate flexibility and willingness to learn and accept guidance, respond positively to uncertainty and shifting priorities, and assist in the management of your team and the broader workplace.

An APS 6 Policy officer, under limited direction (in addition to the above), you will;

  • employ your refined critical thinking, research, analysis, writing and presentation skills to work with more autonomy, and make more substantial contributions to matters of higher complexity and consequence,
  • engage key stakeholders with increasing confidence and influence,
  • continually evaluate your performance and actively consider ways to adapt and improve, assist others in the team to do the same, and contribute to the continuous improvement of the team and the broader workplace.

It is expected Policy Officers at the Executive Level 1 will have demonstrated ability to deliver time critical projects, manage key stakeholder relationships and have prior experience supervising a team.  You will;

  • support, empower and provide direction to your team, and manage their individual and overall performance,
  • foster the behaviours, knowledge and skills your team needs to:
    • influence, develop, implement and evaluate policies and programs that encourage additional business investment in R&D,
    • provide strategic, timely and robust advice on solutions to complex policy problems,
    • write clear and succinct papers, briefs, reports, responses to Ministerial correspondence and legislative support documentation within tight timeframes,
  • develop strategies to effectively engage with and influence key stakeholders, and represent the department in domestic and international forums,
  • demonstrate resilience, flexibility and willingness to learn, expect and respond positively to uncertainty and shifting priorities,
  • actively look for opportunities to continuously improve yourself, and the management of the broader workplace.

Eligibility

To be eligible for employment in the APS and the department, applicants must be Australian Citizens.

Security Clearance

These positions require a Baseline security clearance. The successful applicants will be required to obtain and maintain a clearance at this level.

Notes

Policy experience and/or a background in economics, data analysis and/or legislation desirable.

This process is being used to fill immediate vacancies within the team.  A merit pool may be established to fill future vacancies within AusIndustry as they arise.
