About the team

The External Budgets Team sits within the Portfolio Budgets Branch. We manage the provision of budget advice to internal and external stakeholders. Liaise with the Department of Finance on budget matters (including the negotiation of costings). While ensuring and maintenance of budget estimates in the Central Budget Management System. The team also manages preparation of financial information for external budget documents (e.g. Portfolio Budget Statements and Portfolio Additional Estimates Statements).

Our ideal candidate

We are seeking an APS Level 5 or APS Level 6 officer to join our team. We are looking for a motivated individual with a professional attitude. Someone who can manage priorities to deliver on time-critical tasks. While also contributing to process improvements for the benefit of the team and our stakeholders.

Experience in external budgets is not required. We are looking for someone who is enthusiastic about budgeting and financial analysis. Who is comfortable working in a fast-paced environment and managing stakeholder relationships.

You will demonstrate experience and/or the capability to develop skills in the following areas:

  • Proficiency in Microsoft suite of programs, particularly Excel and Word.
  • High level of attention to detail with good analytical, problem solving and research skills.
  • Ability to interpret complex materials and communicate key messages to stakeholders.
  • Identify and analyse problems, propose solutions and deliver outcomes.
  • An understanding of the Australian Government’s financial framework and accounting practices in a public sector environment.
  • An ability to develop productive working relationships with internal and external stakeholders.
  • Strong written and verbal communication skills.
  • A commitment to a culture of teamwork, excellence and continuous improvement.

What you will do

The role will involve working with others to support the strategic direction and required outcomes of the Team. This role will be filled at the APS Level 5 or APS Level 6 depending on the skills and experience of the successful candidate.

At the APS Level 5, duties will include but not limited to:

  • Assist in the development and maintenance of external budget estimates within the Central Budget Management System (CBMS) and General Estimates Update System (GEUS on TM1 platform)
  • Develop and maintain supporting worksheets for external budgets at each milestone
  • Assist in the coordination of budget processes and documentation
  • Assist in the development of costings and negotiation of costings with the Department of Finance
  • Review policies and procedures to support the various models and processes
  • Assist in the preparation of senate estimate packs for senior stakeholders
  • Effective stakeholder engagement a range of internal and external stakeholder groups

At the APS Level 6, duties will include but not limited to:

  • Assist in the development, maintenance and review of external budget estimates within the Central Budget Management System (CBMS) and General Estimates Update System (GEUS on TM1 platform)
  • Develop and maintain supporting worksheets for external budgets at each milestone
  • Assist in the coordination of budget processes and documentation
  • Assist in the development of costings and negotiation of costings with the Department of Finance
  • Contribute to business practice improvements and write policies and procedures to support the various models and processes
  • Assist in the preparation of senate estimate packs for senior stakeholders
  • Assist with briefing for Departmental representatives
  • Effective stakeholder engagement a range of internal and external stakeholder groups

Eligibility

A Diploma or Bachelor Degree in commerce, accounting, finance, business or a related field will be highly regarded.

To be eligible for employment in the APS and the department, applicants must be Australian Citizens.

Security Clearance

These positions require a Baseline security clearance. The successful applicants will be required to obtain and maintain a clearance at this level.

Notes

A merit pool may be established to fill future ongoing and non-ongoing APS Level 5 and APS Level 6 vacancies should they become available within 18 months from the date advertised. 

This position is to be based in Canberra, Brisbane or Melbourne.
