The 10 year plan for the Australian civil space industry is outlined in the Advancing Space: Australian Civil Space Strategy. The Strategy outlines four strategic pillars and seven national priority areas which set a path to triple the size of the national space economy and create another 20,000 jobs in Australia by 2030.

Responsibilities of the Agency include:

  • Providing national policy and strategic advice on the civil space sector.
  • Coordinating Australia’s domestic space sector activities.
  • Leading national and international space engagement.
  • Supporting the growth of Australia’s space industry and the use of space across the broader economy including through the Government’s flagship space program, the Moon to Mars initiative.
  • Administering space activities legislation and delivering on our international obligations.

Our ideal candidate

The Agency is high performing, collaborative and fast moving team. We are looking for a leader who can inspire and deliver financial excellence, work across business functions and deliver exceptional corporate services. The Assistant Manager, Finance forms part of the Agency’s Operating team.

The Operating team coordinates corporate activity across the Agency – including:

  • property and facilities management
  • corporate support services
  • corporate budgeting and financial management
  • enterprise risk management
  • governance, secretariat and coordination
  • project governance, controls and assurance
  • business intelligence, and
  • operations of the Australian Space Discovery Centre.

We are a small team responsible for operational management, reporting, governance and ministerial requirements of the Agency.

The Assistant Manager, Finance will have demonstrated experience in the following:

  • Understanding of Australian Government grant and procurement processes, such as the Commonwealth Grant Guidelines and Procurement Rules.
  • Managing finances and budgets for a team / significant project in an Australian Government context.
  • Strong understanding of the PGPA Act as applied to financial management.
  • Support new policy proposals and/or capital bids.
  • Analysing, tracking and reporting of finances.
  • Proven ability to work independently with a high level of strategic thinking, business acumen and problem-solving skills and experience in providing leadership.
  • Ability to work to a very high professional standard in a high pressure, complex environment.
  • Flexible and adaptable to changing priorities and circumstances.
  • Be part of a team that fosters a culture of continuous improvement, teamwork, integrity and respect.

Desirable:

  • Financial or accounting background/qualification.
  • Interpersonal, collaboration and negotiation skills, including liaising with and developing positive working relationships with:
    • Technical staff
    • Recipients of grants
    • Administration officers
    • Senior government leaders.
  • Ability to work effectively within a government organisation, including having knowledge of, and compliance with (or ability to develop those quickly):
    • legislative, financial and administrative frameworks
    • government decision making process
    • Agency guidelines and regulations.

What you will do

The Assistant Manager will be the lead for all financial aspects for the Agency, specifically:

  • Manage the Australian Space Agency departmental, administered, capital and revenue budgets, working with cost centre managers to ensure funding is expensed appropriately.
  • Key point of liaison between the Agency and the Department on all financial aspects.
  • Budget, year-to-date and projections for average staffing level (ASL).
  • Financial support for new policy proposals and capital bids.
  • Conduct the monthly and yearly reporting requirements for the Agency e.g. accruals, setting budgets, status updates.
  • Supporting project managers deliver on procurements and grants by providing advice and hand-on engagement.
  • Tracking finances, supporting the program office to report on project performance
  • Problem solving financial issues.
  • Where required, lead significant/complex financial projects.
  • Provide advice and support to new employees unfamiliar with Government.

Eligibility

To be eligible for employment in the APS and the department, applicants must be Australian Citizens.

Security Clearance

This position requires a Baseline security clearance. The successful applicant will be required to obtain and maintain a clearance at this level.

The Australian Space Agency is a strong supporter of flexible work arrangements and this role suits both full time and part time candidates. Non-ongoing vacancies will be offered for an initial period of up to 18 months, with possibility of extension

The Agency Headquarters is based in Adelaide, it is preferred that the role is filled in Adelaide or Canberra.
