About the branch and teams

Energy efficiency will play a vital role in achieving the Australian Government’s ambitious emission reduction targets of 43 per cent (on 2005 levels) by 2030 and net zero by 2050. The Industrial Energy Efficiency Branch is looking to fill vacancies at the APS5, APS6 and EL1 level. You will have the opportunity to develop and implement new policies and programs to improve energy efficiency in the industrial and commercial sectors, while assisting to deliver the Australian Government’s Powering Australia Plan, and the Trajectory for Low Energy Buildings.

Positions are available in the following teams:

  • Energy Efficiency Policy and International;
  • Industrial Energy Efficiency Policy;
  • Business Energy Efficiency; and
  • Commercial Buildings Policy.

The Energy Efficiency Policy and International Section develops national energy efficiency policy, including future energy efficiency opportunities. The section also leads international energy efficiency engagement through bilateral and multilateral forums and International Energy Agency working groups.

The Industrial Energy Efficiency Policy Section assists Australian industry to decarbonise, with programs such as industrial process heat and energy productivity benchmarks. The section leads industrial energy efficiency policy development, advice and collaboration including projects such as adoption and commercialisation of new technologies, research and analysis into benefits of digitalisation, net-zero ready manufacturing and the role of automation in energy efficiency.

The Business Energy Efficiency Section develops policy and programs to support Australia's small and medium-sized businesses to manage their energy use, by providing targeted advice, incentives and technological insights.

The Commercial Buildings Policy Section manages policies and programs which reduce the greenhouse gas emissions emitted by Australia’s commercial buildings sector through improving their energy performance. This includes supporting the development and expansion of the National Australian Built Environment Ratings System (NABERS) and the further development of the National Construction Code. The section is also responsible for operation and improvement of the Commercial Building Disclosure Program, a significant regulatory program which mandates the disclosure of building energy ratings.

Our ideal candidates

We are looking for candidates who are keen for a challenge and to be a catalyst for change with a diverse range of skills and experience including policy, program delivery and review, legislative change, economic analysis, communications, data, technical advice, research, regulation, administration and service delivery. Knowledge or experience of energy efficiency policy or programs will be well regarded, including professional experience, but is not essential.

You will demonstrate skills and attributes in the following areas:

  • Excellent judgement and initiative
  • Organisational skills, particularly the ability to manage competing priorities and short turn-around requests
  • Ability to build strong working relationships within the Division, the Department and externally.

What you will do

Each of these roles represent the chance to be part of a high profile and growing area of work, developing a variety of important policies and programs and contributing to the ongoing work that can have a real and significant change for the Australia, and global partners in the collective ambition to achieve net zero emissions.

As a member of the team, you will:

Executive Level 1:

  • Lead a sub-team to deliver key energy efficiency policy, projects and outcomes

  • Support section managers and the General Manager on staffing, budget management and section and branch leadership
  • Establish and maintain effective relationships with key stakeholders internally and externally to foster effective collaboration and delivery of outcomes
  • Lead and deliver key energy efficiency policy and projects


To be eligible for employment in the APS and the department, applicants must be Australian Citizens.

Security Clearance

This position requires a Baseline security clearance. The successful applicant will be required to obtain and maintain a clearance at this level.


Roles in the Division are predominantly based in Canberra, with the possibility of flexible working arrangements.  There are likely to be some opportunities for remote working arrangements for successful candidates including the possibility of working in state offices in capital cities for those based outside Canberra. Assistance may be available for relocation to Canberra.

Both permanent transfers and temporary higher duties will be considered.

This process may be used to fill other similar roles in the Division.
